MS4 Program
The Village of Liverpool must have a permit to discharge stormwater as required by the New York State Department of Environmental Conservation. For more information on the program, or to learn how you can participate, please visit CNYRPD.
As part of this program, The Village is required to develop and implement a Stormwater Management Plan (SWMP) which outlines all the Village is doing to comply with the permit. Each year, an annual progress report is completed and submitted to the State. To learn more about how you can help protect water resources, download the Stormwater Education Packet.

Disposal of Paint Cans
To properly dispose of liquid latex paint, dry it out and place the can next to the trash can with the lid off. PLEASE NOTE: For the beauty of the community, DO NOT put paint cans in the trash that contain liquid paint. This creates a mess on the streets during the collection process and can result in fines from the NYS DEC.
Easy Paint Can Disposal Instructions
- Remove the lid and expose the liquid paint to air in a well-ventilated area. Be sure to keep away from children and pets
- If there is a lot of paint, add cat litter or paint drying crystals (available at most hardware stores) to the paint. Leave the lid off and wait for the paint to be absorbed.
- When the paint is dry, put can and lid in the trash (leave the lid off the can)
